TACOMA CASE | Former Youth Board Member Accused in Child Abuse Investigation

A 25-year-old former Youth Action Board member connected to the REACH Center in Tacoma is facing serious charges in Pierce County Superior Court related to the alleged abuse of an infant.

According to The News Tribune, the individual—charged under the name William Kelso Flournoy IV and also known as Isabelle—was arrested on March 5 by the FBI’s Missing and Exploited Children Task Force following an investigation that began earlier this month.


Authorities say the case stems from a 2023 incident involving a child who was under one year old at the time. Investigators allege the suspect had been living with the child’s family to help care for their children while the parents worked multiple jobs.

The investigation was launched after a tip was received through a child exploitation reporting system, prompting Tacoma police to begin looking into the case on March 4. Detectives say digital evidence played a significant role in identifying the suspect, leading to the arrest the following day.

In addition to the current charges, prosecutors say the individual is also facing separate allegations from a prior case involving the possession and distribution of illegal material related to minors. Court documents reference files linked to an online account as part of that investigation.

During a recent court appearance, not guilty pleas were entered for both cases. The investigation remains ongoing as authorities continue to examine evidence and determine the full scope of the allegations.

Officials emphasize that cases involving children are handled with the highest level of priority, and they encourage anyone with relevant information to come forward.
