Six Firefighters Were Killed. After 29 Years, the Man Convicted in the Case Is Going Free.
On February 28, 2026, the United States District Court for the Western District of Missouri vacated the life sentence of Richard R. Brown, who was convicted in connection with a 1988 highway construction site fire that killed six Kansas City firefighters.
Fire crews responded to the construction site blaze in 1988. Investigators later determined the fire was intentionally set. As firefighters battled the flames, trailers began exploding, killing six firefighters instantly.
Brown and four other individuals were convicted in 1997 in connection with the fire. Brown has maintained his innocence for nearly three decades.
On February 28, 2026, the court resentenced Brown to time served, citing his age at the time of the offense, nearly 29 years already served, educational and rehabilitative accomplishments, a clean disciplinary record for more than 10 years, and sentencing disparities among co-defendants.
Brown will serve five years of supervised release following his release and remains responsible for restitution to the Kansas City, Missouri, Fire Department
