In reference to the shooting that occurred in the Southern District on February 18, 2026, detectives have arrested 41-year-old Samuel Partlow of Baltimore.
Partlow was arrested in connection with the shooting of a 40-year-old male, who was located in the 700 block of Washington Boulevard. It was later determined that the victim was shot in the 800 block of Reinhardt Street.
On February 19, 2026, Samuel Partlow was transported to the Central Booking Intake Facility, where he was charged with Attempted First Degree Murder.

Southern District Shooting Investigation
On February 18, 2026, at approximately 7:13 p.m., Southern District officers responded to the 700 block of Washington Blvd for a reported shooting investigation.
Upon arrival, officers located an unidentified male victim, who was suffering from multiple gunshot wounds to the body. The victim was transported to an area hospital and listed in stable condition.
Southern District Shooting detectives responded to the scene and assumed control of the investigation. Anyone with information is urged to contact Southern District Shooting detectives at 410-396-2499.
