Man Arrested in 2015 South Carolina Murder Nearly 10 Years Later
On December 20, 2015, shortly after 9:50 p.m., deputies with the Oconee County Sheriff’s Office responded to a reported shooting at a residence on Brock Road in Westminster, South Carolina. Upon arrival, deputies discovered a man lying in front of the property suffering from a gunshot wound to the chest.
The victim was identified as 33-year-old Jesse Eugene Mulkey.
The Oconee County Coroner’s Office ruled the death a homicide, and evidence was submitted to the South Carolina Law Enforcement Division (SLED) for processing. Authorities also asked the public for information as the investigation continued.
On February 27, 2017, investigators identified Coax Arnold Sanford V as the individual who allegedly shot Mulkey. Deputies stated that both Mulkey and Sanford were armed during the encounter and were acquaintances of a woman who lived at the residence. Investigators continued working to determine whether the shooting was justified or intentional.
Officials say additional evidence was recently obtained corroborating that the shooting was intentional and not an act of self-defense.
On February 23, 2026, Sanford was arrested and charged with murder and possession of a weapon during the commission of a violent crime.
