According to preliminary accounts, the confrontation started when the inmate requested a white shirt—commonly used to identify individuals seeking to file a formal complaint—and asked to speak with a lieutenant. The inmate allegedly stated his intention was to file a complaint accusing one of the guards of a shakedown.
